Solution: thinning

Actually, there is a diverse group of folks who have been advocating the best environmental, social and economic solution to this problem for about 15 years. The group is the Quincy Library Group (www.qlg.org) and their answer is to thin the forest where there are too many of these small and medium sized trees. The few projects that have been implemented have proven that this method can achieve an "all age, multi-story fire-resistant forest approximating pre-settlement conditions", while at the same time providing well-paying jobs in the remnant timber industry that is left in the northern Sierra.
